Casual Trading is regulated by the Casual Trading Act 1995, as amended, together with local Casual Trading Bye-laws.
It is an offence under this Act to trade without a valid casual trading licence.
Casual Trading is divided into Designated Bye Law Area trading and Special Event trading.
Laois County Council licenses casual traders to sell goods in designated trading areas.
Designated areas include the following:
- Pepper’s Lane, Portlaoise
- Market House, Stradbally.
Expressions of interest in applying for a casual trading licence can be made by completing the Expression of Interest Form below and emailing form to casualtrading@laoiscoco.ie or by posting it Roads Department, Laois County Council, County Hall, Portlaoise, Co. Laois. R32 EHP9.
NEW – DRAFT CASUAL TRADING BYE LAWS FOR STRADBALLY
CASUAL TRADING ACT 1995 BYE LAWS
Notice is hereby given that Laois County Council intends to make Bye Laws pursuant to Section 6 of the Casual Trading Act 1995 with respect to Casual Trading in its Graiguecullen/Portarlington Municipal District in Stradbally town.
A copy of the proposed Bye Laws will be available for inspection at the offices of Laois County Council during normal working hours from 20th October 2022 to 10th November 2022.
Office Hours: – Monday to Friday from 9.00am to 1.00pm and from 2.00pm to 5.00pm.
Representations or submissions may be made in writing to: –
Fiona Skehan, Administrative Officer, Roads Section, Laois County Council, Áras an Chontae, Portlaoise, Co. Laois, by any person during the period 11th November 2022 to 25th November 2022 and any such representations or submissions shall be considered by the council prior to making of the Bye Laws.

Casual Trading in Portlaoise
There is casual trading in Portlaoise every Friday from 9.00 -3.00 in Peppers Lane, off Lyster Square. Please note that parking is not permitted in that market area between the hours of 8.30am and 3.30pm on Fridays. Penalties will be incurred for vehicles parked in this area during the time stated above. A map of the area outlines the area involved.
