Pay Parking

Laois County Council enforces on-street parking and may act against people who park illegally, do not display a valid parking ticket, permit or motor tax disc, exceed the maximum stay restrictions or do not pay parking charges.

Parking Permits

Resident parking permit

Resident parking permits are available for 

  • Portlaoise
  • Portarlington
  • Mountmellick and 
  • Mountrath

Applicants must meet all the required conditions and supply the documentation listed to receive a permit

These conditions are set out for each of the locations below, along with the conditions for use, fee, required documentation and instructions.

  1. A “VALID RESIDENT PARKING PERMIT” means a resident’s parking permit, which relates to a particular street or car park and to a period which has not expired, and which is issued by the Local Authority in whose functional area the vehicle has a valid resident’s permit issued is parked.
  2. The valid resident’s parking permit in respect of the vehicle is issued shall permit the registered owner of the vehicle (or any person using it with the registered owner’s consent) to park without limitation as to time in a pay parking place in a street or car park to which the resident permit relates.
  3. A valid resident’s parking permit shall be automated on the Local Authority parking system.
  4. A resident’s parking permit shall be valid for one year from the date of issue.
  5. Where during the period to which a resident’s parking permit relates, the resident to whom it is issued ceases to reside at the address specified on the permit or ceases to be an owner by disposing of the vehicle to which the permit relates, he/she shall inform Laois County Council by whom the permit was issued.
  6. Where during the period to which a resident’s parking permit relates, the resident to whom it is issued disposes of the vehicle to which the permit relates, and substitutes another vehicle for the one disposed of, he/she shall inform Laois County Council by whom the permit was issued and shall issue to the resident a new permit in respect of the substitute vehicle, and such new permit shall be valid for the period specified.
  7. A resident parking permit does not entitle the applicant to a parking lot in the pay parking place to which the residents parking permit applies.
  8. Please note that only 2 permits will be issued to one household.

Visitor (carer) permit

You can apply to the local authority for a permit for your visitor or carer to park their car in a suitable pay and display or disc parking area.

Construction permit

A construction worker may apply to the local authority for a construction permit to park their vehicle or skip in a pay and display or disc parking area for a fee.  For more information, please contact parking@laoiscoco.ie

The maximum number of parking spaces allowed outside any one premises will be two, taking into consideration the requirements of other road users in the town.
