Percolation tests
Site Suitability Assessments also known as Percolation Tests are carried out to meet The EPA Code of Practice for Domestic Waste Water Treatment Systems (Population Equivalent ≤ 10) 2021 as part of the planning process.
The Site Suitability Assessment notifications are designed for site suitability assessors to advise Laois County Council of when and where they are carrying out site suitability assessments so that Laois County Council continue to have oversight of Site Suitability Assessments. We have a regulatory role in the processes and procedures of Site Suitability Assessments including inspection and oversight of Site Assessors and their work. Inspections will be unannounced and may involve more than one inspector.
All site characterisation tests submitted to the Planning Section must have been carried out and completed in accordance with the above code of practice and by a competent person.

The service involved in site suitability assessment comprises of:
- Percolation and water testing
- Recommending suitable types of treatment systems and effluent disposal routes
- Supervising installation of the proposed system
- Design, testing and certification to ensure that the treatment system and percolation area/polishing filter are fit for purpose and comply with relevant standards/guidelines and conditions of planning.
How to apply for a site suitability assessment?
If you require a site suitability assessment please view the following documents and complete the Site Suitability Assessment Form and return to the Planning Department, Laois County Council or via email: planning@laoiscoco.ie
Following the completion of a desktop study on your application site, Laois County Council will notify you of a date and time for the excavation of the test holes, under the supervision of Laois County Council personnel.
Laois County Council require notification of all percolation tests to be carried out in the county.
