Management of waste tyres

The Waste Management (Tyres & Waste Tyres) Regulations 2017 are designed to promote the environmentally sound management of waste tyres. The regulations require persons who supply tyres to the Irish market, whether as: 

  • manufacturers
  • importers
  • wholesalers
  • suppliers
  • traders, or 
  • retailers 

and the collectors of waste tyres to register with the national compliance scheme, which is managed by Circol ELT ( formerly Repak ELT).

Note: Failure to comply with the requirements of the Waste Management (Tyres & Waste Tyres) Regulations 2017 (as amended) shall result in Laois County Council initiating legal action.

Advice for farmers

Farmers holding waste tyres on their farms to anchor silage covering in accordance with the waste management (tyres & waste tyres) regulations 2017 shall register with Repak ELT and must only use authorised waste collectors to move waste tyres onto or off their farms. Registered farmers may hold up to 8 tyres per square metre area of their silage pits.

Advice for garages

Garage owners who supply working tyres to the public or other garages must register with Circol ELT. Garage owners are obliged to only use authorised waste collectors to remove their waste tyres.

Waste tyre collectors

Anyone who wishes to collect used tyres must hold a valid waste collection permit and register with Circol ELT to qualify as an authorised waste collector.  The sites used by waste tyre collectors to store waste tyres must have a waste facility permit or waste licence.

Use of unauthorised collectors

Individuals/companies found passing their waste on to unauthorised collectors face prosecution under Section 32 of the Waste Management Act 1996 as amended and could be fined up to €3,000 and/or receive a 6 month prison sentence on summary conviction. Cleanup costs may also be charged where disposal of such wastes results in environmental pollution.

How to find out if your collector is authorised to collect tyres

An individual or business will apply to the National Waste Collection Permit Office (NWCPO) for a Waste Collection Permit. The permit must be carried on the collection vehicles at all times.

  • Request to view the permit before you give them your waste
  • Check to see that they are authorised to collect waste in your county
  • Check that the type of waste from your site is listed in the appendix of the permit(eg., List of Waste Code 16 01 03 corresponds to end-of-life tyres).
  • Request proof of registration with Circol  ELT or contact your Local Authority
