What is an end of life vehicle?
Typically, an end-of-life vehicle will be an intact passenger car or a light commercial van that the registered owner wishes to dispose of as waste.

All intact End-Of-Life Vehicles (ELVs) must be accepted from the owner of the vehicle free of charge at an authorised treatment facility.
Under EU regulations, effective from 1st January 2007, copy of the regulations old cars must be de-polluted and dismantled in a manner that doesn’t pose a threat to our environment or to human health. The regulations place obligations on the producers (that is to say vehicle manufacturers/importers), dismantler/vehicle scrap facilities and you the car owner.
What is an authorised treatment facility (ATF)?
ATFs are sites that have a Waste Facility Permit issued by the local authority saying they are able to accept End-of-Life Vehicles (normally known as scrap cars and small vans). These ATFs must meet stringent new environmental standards for the collection, storage and treatment of end-of-life vehicles and are monitored to ensure they are meeting the environmental requirements of the ELV Regulations.
To help you to identify an ATF, most will advertise that they are an authorised treatment facility and will display their waste permit number.
A waste permit number will look something like this: WFP–DC–14-0045-01. Alternatively you can check on the Local Authority Waste Facility Register to see if a site has a permit. To be an ATF their permit should include the List of Wastes (LoW) Code '16 01 04* end-of-life vehicles'.
The Department of the Environment, Climate and Communications is responsible for this legislation.
Why use an authorised treatment facility (ATF)?
- It ensures that the vehicle will be dismantled in an environmentally friendly manner with all hazardous material removed before the vehicle is crushed or shredded.
- It ensures that the vehicle is recorded as an end-of-life vehicle on the national vehicle and driver file (NVDF), in the department of transport.
- It ensures that no further transactions such as a change of ownership can be processed against the vehicle and that the vehicle owner will no longer be liable for motor tax in respect of the vehicle.
- They issue you with a certificate of destruction which will confirm that the vehicle is being depolluted and dismantled in an environmentally safe manner.
The only document you need to give the facility is the vehicle registration certificate (RF 101) or the log book for the car.

What is a certificate of destruction?
A certificate of destruction or cod:
- Legally ends your responsibility for your vehicle from the time of issue.
- Can only be issued by an ATF -authorised treatment facility (a permitted scrapyard).
- Marks your vehicle as scrapped on the national vehicle and driver file (NVDF).
- Are only issued for M1/N1 vehicles.
